Milroy council moves to sell EDA apartment property and accept bids for surplus assets

The Milroy City Council moved in 2025 to dispose of several city-owned properties and surplus assets following an extended review of repair costs and asset value.
At the July 28 meeting the council agreed to list the EDA apartment property at 409 Euclid Avenue for sale via a closed-bid process after a closed-session valuation discussion. Bids were opened at the Aug. 25 meeting: the council accepted a $20,000 bid from Andrew Thooft for the EDA apartment and accepted a separate $151 bid from Ed Knopik for a city trailer. The council also approved a subsequent step for the county assessor to provide a walk-through valuation prior to closing and requested additional clarifying information on outstanding repairs and estimated costs before final transfer.
Council minutes show debate over whether to repair or sell the apartments and whether to solicit additional bids; the approved closed-bid sales reflected the majority view to move surplus properties back to private ownership while avoiding ongoing maintenance costs. The council also approved a quit-claim deed resolution consistent with the approved sales process.
Separately, the council accepted sale bids for various surplus items and directed staff to proceed with disposition according to city policy and state rules for municipal property sales. The council said proceeds would be deposited in the general fund and used for municipal purposes.
