Atascosa court approves water-tank project; El Oso Water Supply to cover grant shortfall

Gregory Barfell of Cope Engineering told the court that MGB Construction submitted the lowest responsive bid at $598,065 to build a 150,000-gallon bolted steel ground storage tank. The grant award from the state was $390,000; El Oso Water Supply Corporation’s board elected to pay the remaining $208,065 to move forward with the steel tank configuration. Cope recommended proceeding with the MGB Construction contract and the court approved the motion.
Court discussion confirmed that El Oso will cover the additional funds beyond the grant and that the county’s role is as the governing body for the grant agreement. Documents including the letter of recommendation and bid tabulation were provided to the court and retained with the meeting record. The contract award directs staff to execute the contract consistent with the grant and local procurement rules.
The approved action will allow the project to proceed subject to contract execution and routine engineering oversight; no county-funded portion beyond administrative oversight was recorded in the discussion, and El Oso committed to the difference in cost.
