CCRPC committee approves updated FY24 budget, adds transportation/TOD staff position

The Chittenden County Regional Planning Commission Joint Executive and Finance Committee on July 5 recommended approval of an updated FY24 budget that shifts existing grant funds and adds staff capacity focused on transportation and transit-oriented development (TOD).
Charlie Baker, the CCRPC executive director, told the committee the most significant changes are an $89,000 increase under the Regional Planning Grant-ACCD to cover additional staff time and a $60,000 allocation for ECOS Plan web work and statewide planning manual improvements. He said $45,000 was moved from a RAISE grant consultant line into the MPO transportation staff budget to support ongoing transportation work.
Baker also described a proposal to create an additional full-time position with a transportation-TOD focus, increasing CCRPC’s full-time headcount from 20 to 21. He said planned retirements over the next few years support sustaining higher staffing levels through attrition.
Committee members signaled support. Jeff Carr said he found the staffing request reasonable given the organization’s transportation workload. Jacki Murphy moved and Jeff Carr seconded the motion to recommend the updated FY24 budget to the board; the motion carried unanimously.
The updated budget will go before the full CCRPC board at the next scheduled meeting for final action.
