Deltona commission approves fines reduction, foreclosure action and legal representation resolutions

At its June 22 special meeting the Deltona City Commission approved several consent and resolution items including a reduced fine recommendation, a foreclosure authorization and approval of outside legal counsel.
On a request to reduce fines in three code-enforcement cases, staff reported the property owner has come into compliance and that a special magistrate recommended lowering the total fine to $9,000 from an original $20,000; staff indicated the city’s documented cost was about $7,500. Commissioner Novick moved to approve the reduction; the motion passed 6-1.
The commission then considered Resolution 2026-48 to move forward with foreclosure on a non-homestead property that staff said carried unpaid liens and fines totaling $54,450 and had not been sold since the violations were documented. The commission voted 6-1 to approve the foreclosure resolution.
Vice Mayor Avila Vasquez introduced Resolution 2026-50 asking the city to retain outside counsel after the insurer declined coverage, citing policy exclusions for declaratory-relief requests. The measure passed unanimously, 7-0.
Meeting minutes show city staff committed to follow up on ownership records and next procedural steps for foreclosure filings and to bring any necessary administrative follow-up to a future meeting.
