Templeton council adopts FY2024–25 budget amendment, approves TIF rebate and routine claims

The Templeton City Council unanimously approved Resolution No. 1-2025 on Jan. 6, adopting Amendment #1 to the city’s fiscal year 2024–25 budget. Council Member Mark Bauer moved the resolution, Dave Ramsey seconded, and Mayor Ken F. Behrens declared the motion carried after a roll-call vote with all five members voting aye.
The amendment and accompanying consent agenda covered routine financial and administrative items. City Clerk Nicci Kathol reported November totals of $71,593.01 in revenue, $38,213.76 in expenditures and $1,205,954.25 in total cash and investments. The consent agenda approved a detailed list of vendor claims, bond payments, utilities and payroll disbursements.
A notable item approved in the claims list was a tax-increment financing (TIF) rebate of $43,148.50 to Templeton Rye Distillery. The minutes record the payment as part of the vendor/payments section of the consent agenda.
Council also approved several routine motions on the meeting agenda. On a motion by Mark Bauer, seconded by Joe Irlbeck, the council approved a contract for a new copier/printer. The council voted to pay membership dues to the Templeton Area Development Corporation and approved a motion to remove three additional trees along 2nd Street; both motions carried unanimously.
Mayor Behrens announced a slate of appointments that the council accepted or recorded in the minutes, including Curt Steger as city attorney and Templeton Savings Bank as the city’s depository. The mayor also named Jason Klocke to the Planning & Zoning Commission and Glen Riesselman to the Zoning Board of Adjustment.
The meeting record shows a brief discussion of the Carroll County Sheriff’s contract law enforcement services and a 2% per-capita rate increase applied countywide; no formal vote on the contract change was recorded in the minutes.
