Swisher council approves Swisher 60 site plan, asbestos inspection, demolition contract and other actions

At its July 22 meeting the Swisher City Council approved a batch of resolutions including the Swisher 60 subdivision site plan, an asbestos inspection contract for downtown park garages, a $16,400 demolition contract, appointments to the Swisher committee of trustees, an EMS storage agreement and emergency park tree removals.
The Swisher City Council on July 22 approved multiple ordinances and contracts, including final approval of the Swisher 60 subdivision site plan and an asbestos inspection proposal for downtown park garages.
Council voted unanimously to adopt Resolution 48 (2024) approving the site plan and updated final plat for the Swisher 60 subdivision in Johnson County. The council then approved Resolution 49 (2024), accepting a proposal from Environet for asbestos inspection and reporting services for two downtown park garages.
Council also approved Resolution 50 (2024), awarding a $16,400 contract to Midwest Demo Contractors to demolish two garages and install gravel parking in the downtown park. Staff told the council the city could accept the contractors bid now but delay setting a demolition date until any Board of Adjustments actions related to accessory buildings are resolved.
The council appointed three residents to the Swisher Committee of Trustees under Resolution 51 (2024); terms were staggered so expirations fall in 20252027. It also approved Resolution 52 (2024), a five-year agreement with Johnson County EMS to store an EMS trailer, an antique fire truck and non-response equipment in the garage behind City Hall; the agreement includes a 90-day early-termination clause and requires each party to insure its own contents.
On finance matters the council authorized the clerk to submit the fiscal year 2024 debt obligation report to the Iowa Treasurer, meeting an annual statutory requirement. Council also discussed the Division Street projectrecalculation of project dates and potential reimbursement to Johnson County; staff said bonding counsel will advise whether bond proceeds can be used to reimburse the county.
Finally, staff reported storm damage to several park trees and recommended immediate removal; council approved paying a contractor roughly $5,000 to remove four hazardous trees ahead of a weekend public event.
