Milaca council approves contractor pay requests, cites HUD grant to fund paving

Milaca — The Milaca City Council on Oct. 17 authorized two contractor pay requests totaling $472,801.85 for local road projects and received an update on a HUD federal grant that city staff said will cover the work.
Council approved Pay Request No. 3 to OMG Midwest, dba Minnesota Paving & Materials, for $165,584.17 for the 2024 Street Improvements Project. The council also approved Pay Request No. 4 to Northern Lines Contracting for $307,217.68 for the 110th Avenue Improvements Project. Motions for those approvals were recorded on the minutes and the council indicated unanimous assent for both payments.
City Manager Tammy Pfaff told the council the city has submitted $811,000 so far to the relevant HUD federal grant program and that, “with the $307,000 approval tonight, we will get all of this in a 5 day turn around.” Pfaff said staff will meet with contractors and engineers to schedule paving operations and that any additional expenses next spring would likely fall to the contractor under the project terms. Mayor Dave Dillan said the council would prefer to see the paving completed this year if scheduling allows.
The meeting minutes do not list separate roll-call tallies for the payments beyond the record of unanimous approval. The council also approved a Clear Zone Acquisition Plan contract for airport runway end zones (which Pfaff said adds 10 points on grant applications) and adopted a policy to increase airport lot lease fees by 5% annually. The council set a public hearing on Nov. 25 to consider the final layout and the city’s financial responsibilities for the SP 4801-26 Hwy 23 project, and scheduled a special meeting for Nov. 14 to canvass election results.
Next steps listed in the minutes include contractor and engineer meetings to set paving dates and administrative follow-up on grant paperwork and grant-scoring items tied to the airport clear-zone plan.
