Council members and staff debated the tradeoffs between a lower-cost part-time hire and the higher cost of a full-time employee with benefits. City staff presented an analysis estimating the fully loaded cost for a full-time position at about $82,000 a year and an estimated cost for a part‑time hire at about $37,000 once overtime and scheduling pressures are included. Council members stressed the city’s growing infrastructure obligations — including additional trails, roads and utilities — and long lead times for training and licensing, particularly CDL requirements.
City superintendent Phil described operational details: the water system has been winterized and staff completed routine maintenance, and the utility workload includes significant seasonal and emergent demands that can require extended on‑call and overtime coverage. Councilors noted it can take roughly two years to train employees to the level needed for some utility and heavy‑equipment duties.
After discussion, a councilor moved to hire a full‑time public works employee in place of the part‑time vacancy; the motion was seconded and passed on a voice vote.
