Residents press Avondale Estates on golf‑cart safety; board to return CDBG opt‑out resolution

Kathy Kingsburg (817 Stratford Road) said she observed many golf carts without registration stickers, reported unsafe driving and underage operators, and asked whether the city should change its code or increase enforcement ahead of the pool season. "It's already started, folks. They're not stopping at stop signs," she said during the public‑comment period.
Staff noted several community events and outreach efforts, including the downtown master‑plan traveling displays and a pollinator awareness event on May 16; the city also presented proclamations recognizing National Police Week and Public Works Week.
In a separate agenda item staff explained the county had asked member cities to decline entitlement eligibility for HUD's Community Development Block Grant (CDBG) program because Avondale Estates does not meet the population thresholds required for direct participation. Staff said this is administrative and that the county will administer any CDBG funds; the city will return a resolution for the board to sign at the next meeting.
No formal ordinance or code amendment was proposed that night on golf carts; commissioners and staff said they would take the public's concerns under advisement and consider enforcement or code clarification as appropriate.
