Middletown Town Council approves utility promotion, storm-sewer change order and sets fall events

The Middletown Town Council on Sept. 2 unanimously approved a series of routine actions including a personnel promotion, an infrastructure contract change order and scheduling for autumn community events.
Town Council President Betty Riley moved to promote Utility Worker Carl Spears to Grade 7, based on a recommendation from the Utilities Superintendent. Gary Kendall seconded the motion, which passed 5-0. The minutes list the promotion as an approved personnel action but do not specify an effective date beyond the council’s vote.
Council Member Shelly Kimmerling successfully moved that rummage-sale permits not be required for sales taking place during the town’s Fall Fun Fest, scheduled for Oct. 3–4; Betty Riley seconded and the motion passed unanimously. The council approved Change Order #3 for the 5th Street Storm Sewer Project to install a 24-inch storm sewer main through the field next to Trace Engineering, intended to eliminate an existing 12-inch combined sewer pipe running under the building and an older 18-inch combined sewer pipe in the field. Engineering estimates from Butler-Fairman-Seufert put the additional cost at $58,000; the minutes state that amount will come from the contingency budget of the State Revolving Fund (SRF) loan. Shelly Kimmerling seconded Betty Riley’s motion to approve the change order; the vote was unanimous (5-0).
Council Member Norm Purdue moved to set Middletown’s Trick-or-Treat night for Friday, Oct. 31, from 6 to 9 p.m.; Betty Riley seconded and the motion passed 5-0. The meeting opened at 7:00 p.m. in the Public Meeting Room at 653 Locust Street and adjourned after the listed items were completed.
