Citizens Oversight Committee reports clean audit, $5.96 million ending balance for Measure AA

Sherry Weiser, chair of the Citizens Oversight Committee, presented the committee's consolidated fiscal-year report to the Fallbrook Union High School District board on June 23 and reported that an independent audit of Measure AA for the period ending June 30, 2025, showed an ending fund balance of $5,963,373 and zero findings or irregularities.

Weiser said the committee reviewed $4,677,154.17 in bond expenditures during its regularly scheduled quarterly meetings and emphasized the committee's role in ensuring voter-approved Measure AA funds are used only for construction, reconstruction, rehabilitation or replacement of school facilities at the Fallbrook High campus. She cited the ballot language (approved Nov. 8, 2016) and the governing provisions of the California Constitution that restrict bond revenue from being used for teacher or administrative salaries or general district operating expenses.

Trustees thanked the committee for its oversight and detailed reporting. The committee noted major projects under review included modernizing campus electrical infrastructure, completing a career technical education facility and renewing site infrastructure; an itemized list of projects was attached to the report submitted to the board.

Weiser closed by saying the clean audit demonstrates stewardship of public funds and reaffirmed the committee's continued oversight role. Board members expressed appreciation for the committee's attention to transparency and compliance.
