Council sets assessment hearing for 10th Street project and awards water‑main contract

Staff described the construction plan as mostly trenchless pipe installation across a wet area with short open cuts at connection points; they said the contractor expects to begin work in September with completion in October/November under current scheduling. Council discussed notification to affected residents and the potential for brief water service interruptions when crews make tie‑ins. Staff agreed to provide at least door‑to‑door notices and to coordinate flushing to minimize staining issues after new connections are opened.

Councilmembers raised the low bid difference and asked about potential for overruns; staff and the city engineer said the project is modest in scale and the low bid likely reflects contractor workload and pricing rather than a systemic problem, and that contingency and inspection provisions remain in place.
