Board opens hearing on FHSTA proposals, approves 'sunshine' to start negotiations

Superintendent Ilse Garza Gonzalez summarized the association's initial items, saying they include: Article 7 (hours of employment and work year) with proposed class-cover language and compensation for emergency or exigent circumstances; Article 8 (payment for nonteaching duties, longevity and extracurricular duties); proposed updates to lead teacher and lead counselor duties and compensation (noted under Article 11 in the summary); Article 9 changes to leaves to reflect proposed maternity leave in the governor's budget, additions to paternity leave and updated bereavement leave language; Article 10 on class size and caseloads with specific attention to special education; Article 15 improvements to medical, dental and vision benefits for employees, dependents and retirees; Article 16 on salaries to remain competitive; and Article 19 on department chairs and specialized job classifications including stipends and duties.
The clerk recorded that no members of the public addressed the board during the hearing. After the summary, Trustee Eddie Jones moved and Trustee Paul Christensen seconded a motion to approve the sunshine of negotiated proposals; the board recorded ayes from the trustees present and carried the procedural action.
Board members and staff clarified that the sunshine step is a required disclosure of bargaining items ahead of negotiations; the superintendent confirmed additional district proposals will be sunshined at a future meeting prior to formal bargaining. The board did not take final contract action at this meeting; the sunshine action is a pre-negotiation procedural step.
The board adjourned the hearing at 5:42 p.m.
