Fallbrook Union High trustees approve LCAP, Proposition 28 plan and adopt 2026–27 district budget

The Fallbrook Union High School District Board of Trustees on June 23 approved the district's Local Control and Accountability Plan (LCAP) for 2026–27, accepted the Proposition 28 arts and music education report and adopted the district budget for fiscal year 2026–27.
Trustee Rodarte moved to approve the LCAP and Trustee Eddie Jones seconded; the board recorded ayes from Oscar Caralampio (president), Paul Christensen, Eddie Jones and Rodarte. Chris Haskell was absent. The board also approved the Proposition 28 report and plan and the LCAP federal addendum in separate motions with the same recorded voting pattern.
Superintendent Ilse Garza Gonzalez told the board the LCAP local indicators show multi-year gains on measures of student connectedness, caring adult relationships and perceived school safety. She reported specific percentage increases in several cohorts and flagged areas of concern: suspension rates for English learners (reported as 6.2%) and for students with disabilities (reported as 7%), which the district will continue to monitor.
Gonzalez described operational changes tied to the district's return to a traditional six-period semester schedule. She said the district is eliminating certain accelerated pathways in math and world languages under the trimester model; as a result, the district will reduce two sections of math and two sections of world language for the upcoming year. Counselors will rework four-year academic plans and prioritize juniors and seniors at risk of not graduating.
Board members did not record dissent during the votes. Trustees also approved a federal addendum to the LCAP and a Proposition 28 plan supporting arts and music education for the coming year.
The board adopted the 2026–27 district budget after a motion by Trustee Rodarte and second by Trustee Jones; the motion carried with the same ayes and one absence. The superintendent and staff indicated the budget adoption follows the district's multi-year planning and carries no immediate new financial conditions outside the adopted plan.
The board gave routine assent to related procedural items, including annual SDCOE signatories and consent-agenda business during the same meeting. The next regular board meeting is scheduled for July 8, 2026, at 4:30 p.m. at the Fallbrook Public Utility District Boardroom.
