Pine City adopts amendment on building size and materials amid calls to adopt property-maintenance code

The Pine City Council voted to approve ordinance amendment 2025-10, which adjusts code 13.76.150 governing building size and architectural requirements and clarifies allowable exterior materials.
Staff said the amendment narrows the city's focus to safety-related items and removes an older provision requiring the appearance of wood or masonry in some cases. Staff also reported reviewing the changes with Minnesota Department of Natural Resources on erosion and pollution-control provisions where relevant. Council discussion centered on the limits of local authority over construction materials and the need for an enforcement framework.
Several council members urged adoption of the International Property Maintenance Code (IPMC) before or alongside the amendment to provide clearer maintenance standards and enforcement tools. Staff and supporters said property-maintenance rules could be advanced in a later step, but at least one councilor said the city should adopt the IPMC first to avoid gaps.
The ordinance passed following a roll-call vote; two council members registered no votes and three voted yes. Council directed staff to continue coordinating with planning and code enforcement on implementation and to consider IPMC adoption as a follow-up action.
