Toledo council approves consent agenda, pays $308,098.57 in claims and swears in new police hire

The Toledo City Council approved its consent agenda on Feb. 10, 2025, recording payment of $308,098.57 in invoices and $34,318.73 in payroll for the Jan. 28–Feb. 10 period.
Mayor Brian Sokol requested the motion to approve the consent agenda; Council member Vesely moved to approve and Pansegrau seconded. All present—Pansegrau, Boll, Goodhart and Vesely—voiced ayes and the motion carried. Council member Cook was absent.
The consent packet listed multiple vendor charges and city expenditures. Notable items included a $193,865.38 charge for downtown revitalization to Scharnweber Water Conditioning and a Wellmark insurance premium of $34,108.49. The packet also recorded a property lien at 201 E. Grace for $1,307.50 related to curb stop repairs. The agenda noted there were no building permits or liquor licenses recorded for this period.
Police Chief Quigley introduced Andrew Bunce to the council. Mayor Sokol administered the oath of service to Bunce; the minutes record Bunce will start at $25.00 per hour and will attend the police academy at a future date.
Later in the meeting Marquess requested a closed session under Iowa Code 21.5(1)(c). The council entered closed session at 5:11 p.m. by vote and returned to open session at 5:16 p.m.; the minutes state no action was taken on matters discussed in closed session.
The council then adjourned the regular meeting to begin a budget work session and set a follow-up meeting for Feb. 24, 2025 to review updated budget figures.
No motions to approve ordinances or resolutions were recorded during the regular meeting portion; the consent agenda and personnel oath were the primary formal actions recorded.
