Union City council approves sinkhole repairs, awards park/trail contract and adopts policy updates

Union City Borough Council approved several motions at its July 23 meeting, voting unanimously on municipal repairs, a parks and trail contract, and policy updates.
Storm sewer repairs: Council received two bids to repair a sinkhole and pipes in Municipal Lot #1 — McLallen Construction at $6,800 and Mansfield at $5,000. Councilor James Kerns moved and Councilor Steadman seconded a motion to accept Mansfield’s $5,000 quote, with the borough providing pipes and fittings (an estimated cost of $5,000 for materials). The motion carried unanimously.
Parks and trail contract: Bids were opened for the Devereaux Park/French Creek Trail Project. Vavala Concrete submitted the low bid of $84,774. Councilor Osborn moved and Councilor Steadman seconded a motion to award the project to Vavala Concrete for $84,774; the motion carried unanimously.
Records policy: Solicitor Wachter recommended clarifying anonymous requests in the Right-to-Know Rules and Regulations. Councilor Osborn moved to approve the updated language; Councilor Steadman seconded and the motion carried unanimously.
Broadband designation: A public meeting on Broadband Ready Community preceded the regular meeting; no members of the public attended. Council moved to adopt a resolution authorizing application to the PBDA for Broadband Ready Community designation and appointing the Erie Area Council of Governments as the municipal broadband champion (motion by Councilor Kerns, seconded by Councilor Winkler). The motion carried unanimously.
Other items: Council agreed to advertise amendments to parking and zoning ordinances and to send zoning changes to Erie County Planning and Union Area Planning for comment. The meeting adjourned at 6:38 P.M. and council then met in executive session on personnel and contracts with no action taken.
