Council declines full-time police hire, retroactively appoints code enforcement officer

Union City Borough Council on July 9 did not move forward with hiring a recommended full-time police officer and separately approved a retroactive appointment for a code enforcement officer.
Police Chief David Pernice told the council that candidate Kenneth Fye had passed civil service testing and background checks and that the Civil Service Commission recommended him. Councilor Steadman moved to hire Fye as a full-time officer, but the motion “failed for a second,” and the item will be revisited at a future meeting. Chief Pernice asked later in the meeting why the motion died so he could inform the applicant; he said he had no explanation and that the matter would be discussed further.
Separately, the Personnel Committee recommended Mark Zigler for the Code Enforcement Officer position. Councilor Osborn moved and Councilor Joyce seconded a retroactive appointment for Zigler; Councilor Uber opposed on residency grounds, but the motion carried.
The council did not take action on the full-time police hire at the July 9 meeting; the appointment of Zigler is effective as approved retroactively, and the borough said training on the iWorqs software would begin with virtual modules followed by start of work on July 29, 2024.
