Town tells resident to avoid routing private septic through town culvert, seeks easements

Stonington — A resident’s request to route an on‑bed discharge (OBD) septic pipe through a town culvert prompted Selectmen to press for private accommodation and easements rather than routing private discharge through town drainage.
At a Selectmen meeting Penn Rhodeen asked whether he could run his OBD discharge pipe through the town culvert under Indian Point Road. Town Manager Billings and several Selectmen said the town prefers that private pipes not run through town culverts because of maintenance and liability risks. Selectmen said an easement and potentially a town meeting vote may be required in order to allow an exception.
Evelyn Duncan said the town does not want to be responsible for future repairs or liability if a private discharge is routed through town infrastructure. The town manager suggested Rhodeen could arrange a private sleeve or culvert under the road for which he would be responsible, and noted that property-ownership and easement documents from abutters would be necessary before the board could act.
What happens next: Rhodeen said he will follow up on easements with neighboring property owners; the Selectmen said they will not approve routing private discharge through town culverts unless appropriate easements and protections are in place.
