Toledo City Council rejects alley vacation, approves Aquatic Center paving and staffing steps

Mayor Pro-tem Joe Boll presided over the meeting, which began at 5:00 p.m. and recorded Councilmembers Ray, Cook, Vesely and Pansegrau as present; Mayor Sokol was absent. The council approved the consent agenda, which included invoices totaling $137,717.43 and payroll of $35,409.22.
The meeting opened discussion of a request to vacate and sell the north–south alley adjacent to parcel #1422210009. After public input that included at least one objection, Councilmember Vesely moved to table the matter to the next meeting; the motion passed on a voice vote. When the council returned to the item later in the meeting, Vesely moved — citing the city attorney’s recommendation — to not vacate and sell the alley. Cook seconded. A roll-call vote recorded Cook, Vesely, Pansegrau and Boll voting aye and Ray voting nay; the motion carried and the alley vacation was denied.
The council also discussed damage to the west retaining wall at the Aquatic Center and reviewed an estimate of about $32,000 to rebuild the wall. Public works staff member Jordan recommended paving the area with curb and gutter as a comparable, longer-term solution. Vesely moved to approve paving with curb and gutter and to split the costs with Tama County; Cook seconded. The motion passed on a voice vote.
On personnel matters, Mayor Pro-tem Boll administered the oath of office to new police officer Rodney See. The council was notified that the current Reinig Center facility manager/custodian will be leaving; Cook and Pansegrau volunteered to form a committee with the clerk and the current manager to determine the best approach for recruiting a replacement. Ray moved to allow the committee to approve advertising for the vacancy; Pansegrau seconded, and the motion carried.
Jordan reported that the contracted mowing agreement expires this year and said public works will perform mowing of the contracted areas rather than re-bid the work, an operational decision recorded in the minutes without a formal motion. The council approved the clerk’s attendance at the Iowa Municipal Finance Officers Association conference in Des Moines on April 16–17, 2026.
Department reports included Jordan’s notice that the geothermal system at the public works building is out of service; staff will obtain cost estimates for a gas boiler and return with recommendations.
