Chairman John Shanbarger opened the Chanceford Township Planning Commission meeting on April 15 and the commission moved to consider the Ross Strack Final Subdivision. Vice Chairman Bruce Miller moved to recommend approval of several requested waivers for the Strack plan; the motion was seconded by Mark Bupp and carried, with Ross Strack abstaining.
The commission then voted to conditionally approve the Final Subdivision Plan for Ross Strack. Bruce Miller made the motion to approve the plan subject to ten outstanding items identified by staff and the township engineer; Marla Allen seconded the motion, which carried with Ross Strack abstaining from the vote. Grant Anderson and York County comments were included in the review and informed the listed conditions.
The outstanding items the commission required before the plan advances to the Board of Supervisors are: use of the township standard parcel history table; plan signed and sealed by the responsible registered professional(s); shown locations for any reserve site soil testing; notarized signatures of the property owners on the plan; submission and execution of a PA DEP Non-Building declaration form by the Township SEO; confirmation that no recreation fee is required since no new lots are created; payment of all fees and charges; confirmation of a submitted application with a signed time waiver and payment of standard review fees; drafting and recording of deeds for the add-on lot and consolidated parcels; and confirmation that the Recorder of Deeds will accept the plan with the listed notary signers and that those signers have legal authority to execute on behalf of the estate or trust.
The commission also recommended approval of specific waivers requested by the applicant, including relief from Section 501 and 601 plan scale requirements, Section 502(a) related to feasibility study on sewer facilities, Section 601.d (courses and distances by accurate survey for specified parcels), and Section 601.g (location of permanent reference monuments for lot 1 only). Ross Strack abstained from both the waiver and conditional-approval votes.
Next steps: the applicant must address the listed comments, submit corrected/signed documents and required forms, and confirm Recorder of Deeds acceptance before the plan can be placed on the Board of Supervisors agenda for final action.
