The Pinckneyville City Council on Dec. 8, 2025, voted unanimously to approve minutes, financial reports and a slate of routine ordinances and purchases.
Commissioner Sammy D. Peradotta moved to approve the Nov. 24 minutes; Commissioner Joshua L. Kuhnert seconded and the motion carried 5‑0 (Commissioners Kevin B. Hicks, Joshua L. Kuhnert, Sammy D. Peradotta, William B. Stotlar and Mayor Spencer voting YEA).
Commissioner William B. Stotlar reviewed the Treasurer’s Report, reporting Total Gross Payroll of $2,541,130.42 for the payroll period ending November 2025, regular hours of 84,797 and overtime hours of 2,963; Stotlar moved to approve the report and the council voted unanimously to accept it.
On accounts payable, Commissioner Stotlar moved to approve payment with additions totaling $75,519.58: four invoices from Egyptian Electric totaling $522.92; a PEAC Solutions copier lease for $178.00; IMGA for $73,013.66; and an Employee Pharmacy Agreement with Stotlar’s for $1,805.00. Commissioner Peradotta seconded and the council voted 5‑0 to approve.
The council also approved several purchase requests and filings on motions from Commissioner Joshua L. Kuhnert: a Natural Gas Long Term Supply Agreement with the Interstate Municipal Gas Agency (Ordinance O‑2025‑16 was placed on file), two desktop computers from CDS Office Technologies for $2,979.98 (to be split among Water, Sewer and Gas Capital Outlay), a Hydro‑Kinetics gas chlorinator system and chlorine gas detector for $9,795.00 (Water Capital Outlay), and a Sulzer submersible sewage pump from Municipal Equipment Company for $6,593.25 plus freight and installation (Sewer Capital Outlay). Each motion carried unanimously.
Commissioner Peradotta presented Resolution R‑2025‑33 for the 2026 Motor Fuel Tax Maintenance Program, estimating $230,000 available for maintenance; the council voted to adopt the resolution. Commissioner Stotlar presented and the council approved two levying ordinances for the fiscal year beginning May 1, 2025: Ordinance O‑2025‑13 for city corporate purposes and Ordinance O‑2025‑14 for the Pinckneyville Public Library. Stotlar also presented Resolution R‑2025‑32 authorizing stop‑loss insurance coverage with HEALTHEZ and Standard Life and Accident Insurance and selecting a $45,000 specific deductible; the council approved that resolution 5‑0.
The meeting recessed to an executive session under Section 2(c)(6) to discuss setting a price for sale or lease of public property, then returned and adjourned at 6:45 p.m.
