Brownwood Council approves firefighter contract, state health grants and infrastructure grants applications

At its June 9, 2026 meeting the Brownwood City Council unanimously approved a three-year Meet and Confer agreement with the local firefighters union, accepted state health grants for mobile food inspections and tuberculosis services, authorized engineering and design contracts for utility work, and adopted a resolution to apply for $7.299 million in TWDB water infrastructure funding.
The Brownwood City Council on June 9 unanimously approved a package of contracts, grants and applications intended to support public health, public safety and local infrastructure projects.
City Manager Marshal McIntosh told the council the city and the Brownwood Professional Firefighters Association reached a three-year Meet and Confer Agreement, effective Oct. 1, 2026 through Sept. 30, 2029, that updates hiring, temporary appointment procedures, minimum daily staffing and salary schedules. McIntosh said the agreement includes department-wide salary increases of roughly 4 percent, 4 percent and 3 percent over the three-year term and was unanimously approved by BPFFA membership. Councilmember Walker Willey moved to approve the agreement; the motion carried unanimously.
Health and Senior Citizens Director Lisa Dick briefed council on two state health initiatives. She said the Texas Department of State Health Services requested an interlocal cooperative contract for mobile food inspections under Chapter 791 of the Texas Government Code; the proposed contract would run July 1, 2026 through Aug. 31, 2027 (with up to four one-year renewal options), would cross-train an additional employee, and would not exceed $26,801. Dick also reported the city received a Tuberculosis Treatment and Prevention Grant for $21,667 to support public education, case investigation, screening and treatment; council authorized acceptance and execution of the grant agreement.
Director of Public Works Henry Wied briefed the council on an amended contract with eHT Engineering not to exceed $700,000 for 100 percent final design and bid-phase services for wastewater and water system improvements, including replacement of the Camp Bowie Lift Station, upgrades to the Roanoke Pump Station and installation of an automatic bar screen at Slayden Lift Station. Wied also recommended adoption of a Texas Water Development Board (TWDB) Financial Resolution to apply for a Water Supply and Infrastructure Grant (WSIG) requesting $7,299,000 to fund Roanoke Pump Station improvements, take-point valve improvements, water tank painting rehabilitation and construction of a metal building for hydro excavator trucks; council adopted the resolution and authorized staff to proceed with the application.
Airport Supervisor Kyle Whitley asked council to authorize a Letter of Intent with the Texas Department of Transportation Aviation Division to pursue Federal Aviation Administration Non-Primary Entitlement funding for runway and taxiway rehabilitation and reconstruction of Taxiway Delta. Whitley said the proposed airport projects are estimated at $12.7 million with an approximate local match of $1.2 million; council authorized the City Manager to sign the LOI.
City Manager McIntosh reported that sealed plans and specifications for the Bennie Houston Recreation Center renovation have been submitted to the Texas Parks and Wildlife Department (TPWD); the project is estimated at $3.5 million and is primarily funded by a $1.5 million TPWD Indoor Recreation Grant. Council authorized staff to solicit competitive sealed bids contingent upon TPWD's final approval of the sealed plans and specifications so the City can proceed with procurement once TPWD issues a Notice to Proceed.
McIntosh also reported the City received a $250,000 General Land Office Resilient Communities Program grant to help update the comprehensive plan, floodplain regulations and building codes. Mayor Stephen E. Haynes adjourned the meeting with no further business.
