Swisher council approves appointments, payouts and a sewer change order; advances zoning amendment to final reading

The Swisher City Council on July 8 approved several actions including an appointment to a county fund board, a contractor payout and a change order to the sanitary sewer project, and moved a zoning code correction to final reading.

The council voted to approve Resolution 45 (2024) appointing Emily Carlson to the Johnson County Community Fund board of trustees so the local committee can reach a quorum and begin disbursing funds held for Swisher beautification projects. The mayor said initial terms will be staggered so no more than three seats expire in the same year. The council approved the motion on a roll-call vote.

Council also approved Resolution 46 (2024), authorizing payout number three to B & Schmid for the ongoing project. Staff confirmed project timing on questions from council: substantial completion for phases through Howard is projected by Nov. 15, with startup beginning April 1 and final completion of remaining work by Aug. 29, 2025.

The council approved Resolution 47 (2024), a change order increasing the sanitary sewer contract by $7,613.32. Staff explained that when crews dewatered at Second Street they found mixed pipe conditions — reinforced concrete pipe at the ends and corrugated metal pipe in the middle — with debris and deterioration that required replacing the full crossing under Second Street rather than leaving it in place. Council approved the change order on a roll-call vote.

Finally, council placed Ordinance 6 (2024) — an amendment to Swisher City Code chapter 165.29 to resolve a conflicting supplementary district regulation — on first reading and then voted to schedule it for final reading.

The meeting record shows roll-call votes for the resolutions and the move to final reading was completed before adjournment at about 7:32 p.m.
