Justin told the council that the MPCA has approved plans and that once bids are received staff will submit a grant packet to the Public Facilities Authority (PFA) as part of the funding process; the council emphasized that advertising for bids does not commit local funds until the grant agreement is finalized.
On the Cold Spring MOU, councilors said the document is similar to a 2003 agreement and mostly records mutual expectations for design and coordination; the council voted to enter the MOU and directed the city administrator to consult legal counsel as needed on any contract-style commitments, particularly around commercial versus domestic waste acceptance.
Both motions carried unanimously. Next steps include advertising for bids, submitting the grant packet to the PFA after bids are received, and legal review as directed for the Cold Spring agreement.
