Rockville council pauses bid, asks staff to study drainage alternatives and assessment for Bowman property

The Rockville City Council paused the bidding timetable for a road/storm project affecting runoff onto the Bowman property and directed staff to research alternatives including a piped connection to the lake, permitting requirements, assessment options and easement needs.

Engineers described options: piping runoff to the lake (likely requiring a DNR permit), adding a holding pond, or including the work as a bid alternate to save mobilization costs. Justin, an engineer on staff, warned that piping to the lake would probably require DNR approval and that much of the runoff originates upstream rather than from the roadway.

Residents, including Marty and a longtime lake resident Bill, urged the city to pursue solutions to chronic flooding on the Bowman property. Council members expressed concern about creating a precedent for performing drainage work on private property and noted that an assessment process would require preliminary engineering, property-owner notification and a public hearing.

The council directed the city administrator to coordinate with engineering staff, add the item as a possible bid alternate when practical, and to pause the bidding schedule so staff can report back in September with legal, funding and permitting analysis. The pause passed unanimously.

Next steps: staff will research DNR permitting, the scope and costs of an alternate that would pipe runoff to the lake, the assessment hearing process, and the potential need for easements. The item will return to the council workshop and then for action as appropriate.
