The Rose Creek City Council on Jan. 5 approved converting a $2.00-per-hour stipend paid to two employees into regular wages so the amounts are included in PERA retirement calculations. Council Member Tom Lewison made the motion to convert the stipend for Public Works/Maintenance Aaron Wagner and City Clerk/Treasurer Kristine M. Allas into regular wage; Council Member Mark Conradt seconded and Mayor Andrew Leisen approved the motion.
Attorney Sam Ketchum presented a draft employee personnel policy adapted from a township file covering paid leave, ESST, benefits and expectations, and recommended adoption. Council Member Tom Lewison suggested meeting with employees before adopting the manual; Mayor Leisen asked council members to send questions to Clerk Allas for review. To allow more time for review, Council Member Mark Conradt moved to table consideration tied to the February meeting so members could examine the draft; Council Member Tom Lewison seconded and Mayor Leisen approved that motion.
Separately, Council Member Mark Conradt moved to add a draft point-of-sale ordinance to the February regular meeting agenda for further scoping and attorney review; Council Member Tom Lewison seconded and the motion carried. The council did not adopt the personnel policy or the ordinance at the Jan. 5 meeting; review and potential adoption were scheduled for February work and at a special meeting planned for Feb. 20.
