Rockville council delays awarding Calver Road culvert contract pending grant decision

The Rockville City Council voted unanimously to postpone formal award of the Calver Road (Calvert) culvert improvement contract, citing the chance of securing grant funding that could cover roughly 75 percent of the $295,000 estimated project cost. A council member moved to delay signing the agreement for a time certain of up to 30 days or until the city receives notice on the pending grant; the motion was seconded and carried without opposition.

Council members said they wanted to avoid spending local funds if the grant is approved. The council directed City Administrator Bobby to inform the apparent low bidder of the council's intent and to monitor the grant timeline so staff can call a special meeting and finalize the agreement if grant approval arrives earlier than expected. An engineer on staff, Justin, confirmed the city remains within the ordinary 60-day window for considering bids.

Members voiced concern about grant-eligibility rules and bonding requirements that could affect whether the city can award a contract before the grant is finalized. One council member summarized the dilemma as a near miss: "we're so close and yet so far," and urged caution so the city does not "squander 75 percent of $295,000." Council members also noted that formal signature timing, rather than minute entries, will determine whether prior bidding affects grant eligibility.

The motion to postpone was framed as a hedged award: identify the selected bidder on record but delay executing the contract until grant confirmation or until the council meeting on Sept. 11. The council voted in favor; the item will return for final action if the grant is confirmed or at the September meeting if not.
