Council signs off on insurance, hears Ivanhoe Liquor Store updates and accepts library donation

At the Feb. 24 meeting, City Administrator Dianne Beckendorf presented administrative and departmental business including insurance quotes, policy reviews and an update on a pending ILS case.
Beckendorf reported two liquor-liability quotes: RPS for $3,157 and Founders for $7,234. The council voted to accept the RPS quote; the minutes record Council Member Kyle Krier made the motion, seconded by Brad Blanchette, with Adam Panka recorded as abstaining. The minutes state the motion carried.
ILS manager Sarah Marczak reported January sales of $38,759 and discussed intended retail rules for low-potency THC products (to be sold off-sale only); she said she will visit a Marshall liquor store to evaluate operations and will provide an update at the next council meeting. Marczak also noted plans for an Adult Prom on March 29, a new menu in March, and coordination with the Ivanhoe Supermarket to increase local purchases.
On legal matters, Beckendorf said she spoke with County Attorney Glen Peterson, who indicated charges in the ILS case would be filed by the end of the month (Feb. 28, 2025); no formal court filings were recorded in the minutes.
The council also approved claims for Feb. 24, 2025 (totaling $23,321.27); the motion carried with Mayor Shad Lipinski recorded as abstaining. Separately, the council approved January 2025 financials.
Finally, the council accepted a $212.07 donation from the Friends of the Library for the purchase of non-printable materials via Resolution 2025-12; the resolution was offered and unanimously approved.
