Walker City Council approves six resolutions, schedules bond hearing and delays skid loader decision

The Walker City Council voted unanimously at its July 8 meeting to approve six resolutions related to bond counsel, equipment maintenance, professional services and a CDBG-DR grant claim and scheduled a public hearing on proposed General Obligation Capital Loan Notes for July 22.
The council approved an engagement agreement with Ahlers and Cooney, P.C. to serve as bond counsel for the issuance of General Obligation Capital Loan Notes, Series 2024B (Resolution 2024-16). Paul Nielsen made the motion and Kyle Glenn seconded; the roll call recorded Glenn, Wells, Nielsen, Wolff and Dunn voting aye.
Council also approved Resolution 2024-17, which fixes a date for a meeting on authorizing a loan agreement and note issuance; Resolution 2024-18, authorizing a three-year maintenance contract for the Municipal Pipe tool; and Resolution 2024-19, approving GIS services under the HR Green master professional services agreement. All passed on roll call votes with the five council members present voting in the affirmative.
On consent agenda business earlier in the meeting, the council approved the July 8 agenda, minutes from June 10, accounts payable, June payroll reports and second-quarter 2024 payroll reports by a 4–0 vote with one member absent at the time.
Later in the meeting the council approved Resolution 2024-20 (amendment 1 to the ECICOG agreement) and Resolution 2024-21 (approval of claim #2 for the CDBG-DR grant); both passed unanimously.
Clerk and Finance Director Connie Helms reported June gross payroll of $15,397.75, second-quarter 2024 gross payroll of $51,716.80 and an ending balance in city accounts of $1,518,311.74 as of June 30, 2024. The minutes also list approved FY24 and FY25 bills and report June revenues of $97,238.22 and expenditures of $272,653.67.
The council set a public hearing on the General Obligation Capital Loan Notes, Series 2024B for Monday, July 22 at 7:00 p.m. in the Walker City Council Chambers and set its next regular meeting for August 12 at 7:00 p.m.
The meeting adjourned at 7:42 p.m.
