Pinckneyville Mayor Robert L. Spencer on Aug. 25 presented a resolution authorizing the city to apply for Delta Regional Authority funding to replace roughly 40,500 linear feet (more than 7.5 miles) of aging gas pipeline.
The council approved Resolution No. R-2025-23, which requests $413,000 in grant assistance and proposes a 15% local match of $62,000. Spencer told the council the city previously purchased a boring machine and has already replaced about 900 feet of line, which reduces the contractor costs the city would otherwise face. The materials and contractor cost estimate cited in the presentation was about $900,000 if the city had contracted the full job, and the mayor said the proposed grant and in‑house work would save approximately $351,000 compared with that contractor estimate.
Economic and technical details presented to the council said the project covers 40,500 linear feet of replacement; the city’s proposed 15% match is intended to make the application more competitive within the Delta Regional Authority program, which covers eight participating states including Illinois. Commissioner William B. Stotlar moved approval; the motion carried on a unanimous roll call.
The council also approved Resolution No. R-2025-24 to designate the Greater Egypt Regional Planning & Development Commission to provide grant administration services for the project. City staff indicated grant administration will include paperwork and on‑the‑ground coordination if the grant awards.
Next steps: the city will submit the grant application and, if awarded, the designated grant administrator will handle compliance and reporting. No construction contract was awarded at the meeting; the council’s action authorizes application and local match only.
