Planning commission conditionally approves Bupp subdivision, member abstains

Chanceford Township Planning Commission Chairman John Shanbarger recommended and the commission moved to authorize the township secretary and engineer to complete the PA DEP sewage planning module for the Mark & Joann Bupp Final Subdivision Plan at 10660 Gum Tree Road. The proposal separates a 23.823-acre building lot from a 98.932-acre parent parcel, creating a 75.109-acre residual parcel.
Grant Anderson, township engineer, reviewed comments from GHI Engineers and the York County Planning Commission identifying required actions before final approval. Ross Strack moved to conditionally approve the final plan with requirements that include PA DEP approval of the sewage planning module, signature and seal by the responsible registered professional(s), setting and photographing two concrete monuments and adding monument elevations to the plan, submission of a PennDOT driveway permit for access from Gum Tree Road, completion and submission of soil testing and hydrogeological reports, provision of notarized owner signatures, confirmation or addition of required right-of-way along Furnace Road and Gum Tree Road, payment of all fees, and drafting and recording deeds for both lots.
Vice Chairman Bruce Miller moved a separate recommendation that the Board of Supervisors grant requested waivers for plan scale and a water and sewer feasibility study. Both motions were seconded and carried; the minutes record that Mark Bupp abstained from those votes.
The York County Planning Commission asked the township to show permanent benchmarks and features near a vehicle pull-off along Furnace Road, to document any access easements, and to provide York County Agricultural Land Preservation Board documentation if applicable. The commission’s recommendations are advisory; final plan approval and any formal waivers will be decided by the Board of Supervisors.
Next steps: the conditional approval and recommended waivers will be forwarded to the Board of Supervisors for action, and the applicant must supply the listed documentation — including the PennDOT driveway permit and DEP approvals — before the township will record the plan.
