University of Delaware specialist outlines state climate projections and local resilience options at Bethany Beach meeting

Danielle Swallow, a coastal hazards specialist with University of Delaware Sea Grant, told Bethany Beach's Stormwater and Flood Committee that Delaware has warmed roughly 3 degrees Fahrenheit since 1895 and faces notable climate shifts over the coming decades.
"Climate is what you expect and weather is what you get," Swallow said, opening a presentation that explained how scientists combine historical records, observations and modeling scenarios to produce projections expressed as ranges rather than single predictions.
Swallow summarized the state's updated projections, saying Delaware could warm 3'F'to 4'F by midcentury and 5'F to 9'F by 2100. She said rainfall in the state has already increased by about three inches since 1895 and projects another roughly 2'to 4 inches by midcentury, with the largest seasonal increase expected in winter. She also reported strong confidence in a sea-level rise of about 1.25 to 1.54 feet by 2050, noting scenario divergence after midcentury depends heavily on global ice-sheet behavior and emissions pathways.
Swallow framed the impacts for coastal towns: more frequent high-tide (nuisance) flooding, higher baseline groundwater and tidal inundation that reduce wetland storage, greater erosion risk and more intense short-duration rainfall that could overwhelm culverts and drains. She emphasized consequences for public health and energy systems from increased hot days and hot nights, and she pointed to potential agricultural benefits from a longer growing season.
For local adaptation, Swallow recommended a combination of property-level and community actions. Property owners should know parcel elevation, whether they are in an evacuation zone, and maintain swales, drains and trees. At the municipal level she urged integrating climate projections into comprehensive and emergency plans, investing in stormwater mitigation, and considering higher freeboard for critical infrastructure. "If you're planning for critical infrastructure where you really want to make sure that stays dry, you would plan more toward your intermediate high," she said, describing how chosen planning targets affect design costs and available adaptation options.
Swallow also recommended nature-based solutions and zoning tools: preserve and restore wetlands and trees as "free infrastructure," employ green infrastructure (bio-swales, street-level infiltration) and consider overlay zoning that requires additional elevation or reduced impervious surface in high-risk areas in exchange for other development flexibilities.
During a public question-and-answer period, Swallow said artificial reefs or sinking ships offshore would not by themselves address Bethany Beach's primary flooding issues, which she said are driven more by bays and canals than ocean wave action. She directed residents to the state's homeowner adaptation tools (I-Adapt) and encouraged early action to preserve the widest set of adaptation options.
Swallow's presentation provided technical context as the committee and town staff discussed specific local resilience projects and permitting timelines later in the meeting. The presentation materials were offered to attendees and staff said a copy could be shared on request.
