Developers ask Greene council to back daycare-to-apartment conversion of old elementary school

Jeff Kolb and Brad Rottler told the Greene City Council on May 11 they are considering converting the town’s old elementary school into a nonprofit-operated daycare that could later include apartments. They said forming a nonprofit would make the project eligible for more tax credits and grant funding and could give the developers “more financial control.”
Kolb and Rottler said the number of children to be accommodated has not been finalized and will depend on which section of the school is used. They asked the council for its blessing to move forward with negotiating a development agreement, a purchase agreement and the possibility of a tax-increment financing (TIF) rebate, all subject to review by the city attorney. The developers estimated, if approvals proceed, a daycare opening in summer 2027.
Council members did not take a formal vote on agreements during the meeting; the presenters were given permission to pursue the next steps and to consult with the city attorney on draft agreements and potential incentives. The proposal will return to the council for any formal approvals required by the development and purchasing processes.
The council session began at 5:30 p.m. at the Greene Community Center and adjourned at 6:30 p.m.
