VTrans outlines statewide planning process and Multimodal Roadway Guide status at CCRPC TAC meeting

Matthew Arancio of the Vermont Agency of Transportation told the Chittenden County Regional Planning Commission’s Transportation Advisory Committee on June 2 that VTrans is updating its Process for Non‑metropolitan Local Official Participation in the Statewide Transportation Planning Process and continuing coordination through the Transportation Planning Initiative.
The document, updated every five years and shared with the Federal Highway Administration, outlines how VTrans engages regional planning commissions on programs including the Statewide Long‑Range Transportation Plan and the Statewide Transportation Improvement Program. Arancio said regional planners have also been observing peers’ TAC meetings to inform strategies that strengthen committee engagement.
Committee members pressed VTrans about the Vermont Planning Selection and Prioritization Process (VPSP2) and whether regions would continue to have input on project scoring. Taylor Newton asked whether VTrans was concerned about losing institutional knowledge of VPSP2; Arancio said the process will be carried forward through the Transportation Planning Initiative. Roger Thompson of the Federal Highway Administration confirmed VPSP2 is still used for evaluation. Christine Forde of CCRPC noted the CCRPC Transportation Improvement Program is incorporated into the Statewide TIP and asked whether regions could request rescoring or removal of projects from priority lists to allow other projects to advance.
Arancio also reported that VTrans has received a second draft of its Multimodal Roadway Guide from consultants. Internal review will take about a month, he said, and the agency expects the project to be complete by the end of summer though a third draft may be required. Arancio added that VTrans staff are already adopting a context‑based approach recommended by the guide.
Next steps described at the meeting included VTrans completing internal review of the guide, continued coordination with regional planners through the TPI, and further discussion of TIP projects at CCRPC’s upcoming meetings. No formal committee action was taken at the TAC meeting on June 2.
