Harbor commission approves plan to raise 20 Harbor View Ave. for flood compliance

At the June 24 Norwalk Harbor Management Commission meeting, the commission reviewed an application to raise a single‑family house at 20 Harbor View Avenue to meet flood‑proofing requirements. Applicant Tim Rath told commissioners he plans “just raising straight up, no additions, no alterations to the footprint, just to make it flood compliant.”
Amelia, representing Department of Public Works staff, confirmed DPW’s requirement: “Department of Public Works only requires that Coltecs or any new filtration be installed if there's an increase in impervious surface.” Commissioners noted the revised plans show no increase in impervious area and that the structure will be elevated on stilts (approximately 17 feet shown on plans).
Commissioner Alan Kibby moved to find the application consistent with the Harbor Management Plan and to approve it with the commission’s standard conditions; a second was recorded and the motion carried by voice vote. Staff indicated the project includes silt‑fence erosion controls and standard construction best practices.
The applicant thanked the commission and said he will proceed with the elevation work. The commission did not record a completion date for the work; permit terms and any required inspections will be managed by city staff.
