Community Development Coordinator Todd Peterson told the council Minnkota presented a proposed 4–4.5% wholesale increase and a temporary surcharge to recoup losses from 2025 when three power plants were offline and wholesale markets were high. Peterson presented a city spreadsheet comparing wholesale cost, revenue and margins and recommended the retail increase begin April 1 to align with anticipated wholesaler action.
Peterson said Minnkota approved a 4% increase plus an approximately 1% surcharge that is expected to be temporary, and that NMPA will likely take similar action. City Superintendent Gary Przekwas and billing staff were asked to coordinate implementation timing.
Councilmember Pat Novacek moved and Mayor Dan Fabian seconded the motion to increase rates; the motion passed unanimously.
The council’s decision is explicitly linked to external wholesale decisions by Minnkota and NMPA; the increase is contingent on NMPA raising its rate. City staff will confirm the billing implementation schedule and notify customers via normal city channels.
