City staff provided a consolidated status update on a series of capital projects and grants at the Feb. 2, 2026 Roseau City Council meeting.
Todd Peterson, Community Development Coordinator, reported construction progress on the Roseau River pedestrian bridge: four grants totaling roughly $1.1 million were secured and the council awarded the base bid to Northland Constructors for $1,622,000. Bridge piers and abutments are complete and bridge delivery and installation were anticipated in February or early March, with concrete walkways and decking targeted for completion in June.
On the Memorial Arena ice plant, the council reviewed options to replace the R‑22 system with a natural ammonia refrigerant. Staff noted the city completed the first phase by installing a new condenser and that CIMCO estimates a 12‑month lead time for the ice‑plant skid plus months for installation and startup; the city received a $250,000 Mighty Ducks Grant to assist in replacement costs. Peterson said the council approved submitting a local sales tax request to the Minnesota Legislature to help fund an estimated $4.3 million in arena renovations, including roof and ice plant replacement; any local referendum and implementation would return to the council for approval.
Airport updates included awarding KGM Contractors a $3,173,095.80 contract to reconstruct Runway 16‑34 and the parallel taxiway, with a cost share of 95% FAA, 2.5% State and 2.5% City. KGM provided a tentative schedule with major paving activities between mid‑May and early August 2026 and limited temporary closures expected.
Peterson also summarized other active projects and grants: the Roseau River Water Trail received $1,112,254 in Legacy funding (city cost‑share $278,064) for City Park and Roseau Dam improvements; the Roseau ATV Park was added to the State Grant‑in‑Aid program with initial trail improvements contracted for $4,662.18; and the city applied for and received a Mn DNR Trails Equipment Grant of $10,989 for trail maintenance machinery. Housing initiatives reported included a redesign of the Ten01 apartment project to 40 units (estimated $7.5M) with an estimated $2M funding gap and a four‑lot community land trust project using MN Housing funds.
Staff also told the council the city had terminated a previously awarded solar‑on‑public‑buildings grant after confirming the project would not be “no cost” once tax‑adviser and incidental construction costs were considered and after accounting for lower-than-expected wholesale offsets from the Northern Municipal Power Agency.
City staff will continue vendor coordination, seek additional bids for certain change orders and report back to the council on funding, warranty, and schedule milestones.
