Vanessa Sebring asked the Rock Creek Planning Commission on Aug. 19 for clarification and acceptance of an interim use permit (IUP‑24‑002) to operate Work and Play Rentals LLC from her R‑1 residence, offering skid steers, a skid loader, go‑karts, ATVs and handheld equipment for local rental.
Resident Ron Teeman and commissioners questioned whether an equipment‑rental business is permitted in an R‑1 district and highlighted a zoning provision that requires equipment to be stored indoors. Teeman cited Zoning Ordinance 1000.20 Subd.6 Paragraph E, saying equipment "cannot be in the open, it needs to be enclosed in a building," and asked whether the applicants had obtained a sales‑tax permit; Josh Sebring replied they had completed state registration. Teeman also raised safety concerns about 560th Street, noting limited shoulders and urging a site plan that shows a turnaround area for delivery and pickup vehicles.
Chair Curt Kubesh and commissioners agreed the proposed use is not allowed "as is" under current R‑1 special‑home‑occupation rules and requested that Vanessa submit a detailed site plan to the planning office immediately so staff can forward it to municipal consultant John Anderson for review. Commissioner Donnie Peterman III moved, seconded by Dillon Barton, to table IUP‑24‑002 until the commission receives John Anderson’s input; the motion passed with all ayes.
What’s next: The applicant has been asked to submit a site plan and documentation (including proof of sales tax registration) for staff to route to the consultant. The commission will revisit the application after John Anderson’s review; no date was set.
