Mendota council approves plats, prosecution-cost ordinance and water-project resolutions

At its Oct. 10 meeting the Mendota City Council unanimously approved the Mendota Point preliminary and final plats and development agreement, adopted Ordinance 24-02 and Resolution 24-19 on cost recovery for prosecution, and approved two resolutions advancing a water-distribution improvement project tied to state bonding funding.
The Mendota City Council on Oct. 10 approved several formal actions, including plats for the Mendota Point subdivision, an ordinance to recoup prosecution costs and two resolutions advancing a water-distribution improvement project tied to a bonding request.
City Planner Jennifer Haskamp told the council the Mendota Point request combines four parcels into a single subdivision; the Planning Commission had recommended approval of the preliminary and final plats. Mayor Mielke moved to adopt Resolution 24-18 approving the plats; Council Member Golias seconded and the motion passed 5-0. The council then approved a development agreement for the project on a 5-0 vote.
City Attorney Christina Benson introduced Ordinance 24-02, which adds the ability for the city to recoup prosecution costs, and Resolution 24-19 to permit summary publication of the ordinance. Mayor Mielke moved adoption of both measures; Council Member Golias seconded and both passed 5-0.
Engineer Lucas Jones updated the council on the 2020 Bonding Bill — Water Distribution Systems Improvement Project, reporting permit comments from St. Paul Regional Water, MnDOT and Dakota County and describing possible cost-savings measures, including delaying a pump (~$10,000) and omitting a pressure valve near Lucky’s (~$40,000). The council approved Resolution 2024-20 (bid acceptance) on a motion by Mayor Mielke, seconded by Council Member Rasmussen, and approved Resolution 2024-21 (grant/MPFA agreement) on a motion by Mayor Mielke, seconded by Council Member Donnelly; both votes were 5-0.
Other procedural motions approved without dissent included the Sept. 10 meeting minutes and the treasurer’s recommendation to pay bills. The council adjourned at 8:56 p.m.
