Spirit Lake council adopts development agreement, approves sewer project plans and $351,196 in bills

The Spirit Lake City Council voted Tuesday to adopt three resolutions, approve the month’s bills totaling $351,196.60 and complete routine business.
Mayor Kevin Bice convened the meeting. Councilmember Kofoot moved and Councilmember Johnson seconded approval of the Feb. 25 minutes, the monthly bill list and the Treasurer’s Report for February; those procedural motions carried, and the council also approved several liquor-license items.
The council adopted Resolution No. 2025-12, approving the final assessment schedule for 2010 Jackson Avenue. Councilmember Brockmeyer introduced the resolution, which was adopted with ayes recorded from Councilmembers Johnson, Kofoot, Brockmeyer, Chappas and Mensing.
Councilmember Mensing introduced Resolution No. 2025-13, which approves the plan and specifications and sets a public hearing and bid letting for the 2025 City of Spirit Lake sewer rehabilitation project. The resolution was adopted with recorded ayes from Councilmembers Johnson, Kofoot, Brockmeyer, Chappas and Mensing. The council did not state a hearing date in the meeting minutes distributed at the session.
On a separate development item, Robert Smith of Eagle Construction gave a brief presentation about a proposed project related to The Shores at Spirit Lake. Councilmember Kofoot introduced Resolution No. 2025-14, authorizing a private/public development agreement with The Shores at Spirit Lake, LLC and providing for approval and acceptance of a quit-claim deed for a recreational trail. The resolution passed with Kofoot, Brockmeyer, Chappas and Mensing voting aye; Councilmember Johnson recorded an abstention.
The council approved the month’s itemized bill list, which was presented with vendor details and a total of $351,196.60. Notable line items shown in the bill list included a Beck Engineering invoice for $139,562.29, payroll of $73,933.05, Alliant Energy at $25,920.88 and landfill fees of $15,971.92. The Treasurer’s Report for February, approved at the meeting, listed General Fund revenue of $194,540.59 and Local Option Sales Tax receipts of $104,832.62; reported expenditures included General Fund spending of $261,241.41 and water fund expenditures of $142,415.26.
The meeting concluded with a motion to adjourn that carried unanimously. Minutes were attested by Mayor Kevin Bice and the City Administrator, Gregg L. Owens.
