The Hallock City Council unanimously approved on Dec. 16 the airport manager and fixed-base operator (FBO) contract for Jeremy Seng for 2026 and discussed how utilities and fuel flowage will be handled going forward.
City Administrator Kendra Kroening proposed splitting the lobby and the big hangar utilities so that the city pays for lobby heat and electricity while the manager/FBO pays for big-hangar heat and, ultimately, separate electrical service for the big hangar since Seng runs his business out of that hangar. Kroening said she had consulted electricians and Dan Larson about natural gas arrangements.
Airport Manager Jeremy Seng reviewed the draft contracts and told the council he thought they looked acceptable. Kroening said the city will maintain flowage-fee readings and, after speaking with Lowell in Crookston, will provide fuel flowage readings to the office at the first of each month. The minutes also record that the airport commission will try to meet at the beginning of April to discuss contracts and that a lawyer will draft any changes for contracts longer than one year.
Mayor David Treumer moved to approve the manager and FBO contract for Jeremy Seng for 2026; Councilor Michael Totleben seconded the motion and the council carried it unanimously.
Next steps: the city will finalize contract language, arrange monthly flowage reporting to the office, and schedule the airport commission meeting in early April to review longer-term contract terms.
