Committee meeting lacks quorum; planned park-map demonstration deferred

A Winter Springs advisory committee convened but did not have a quorum, and staff said no formal votes could be held. A staff member told the group, “we do not have quorum ... a vote cannot be held,” and asked whether the body preferred to cancel, reschedule or proceed informally.

The roll call read Chairperson Jason Burn and committee members Lee Wisman, Robert Tommy, John Hibbs, Paul Krebs, Brenda Lambi and Jennifer Hanks; staff then noted that, despite those names being read, a physical majority was not present and the board could not take formal action. Staff said their narrow window for rescheduling this year would be the third week of December but that the next regular meeting currently listed is Feb. 4, 2026.

Members discussed options for meeting frequency and timing. One participant described the board as a seven-member hybrid created when parks and recreation functions were merged with bike-and-pedestrian advisory responsibilities to allow representatives from the merged groups to serve. Board members suggested handling scheduling availability by email and, if necessary, holding a special meeting.

The agenda had included a planned demonstration of a new park-map tool for the city website. A staff member said, “the idea behind that agenda item this evening was more to be a demonstration of a map tool that we're planning on launching on the city website,” and asked that staff circulate materials by email so members could review the tool before a rescheduled session.

Next steps: staff will reach out to board members to determine availability, circulate the park-map materials and, if needed, propose alternative dates.
