Chair opened the discussion of new business and said Jack will prepare and advertise a comprehensive paving request for proposals for council review. The RFP will include Google Earth images and detailed scopes so bidders can accurately price work.
Council members asked that Harrison Mill Road, stretches of East Star Street (including the four-way stop area), and McLuhanen be included in the package. Staff noted bids must be advertised publicly; one presenter said the advertisement period will be at least four weeks in the paper. The Chair said the town will combine projects into a single advertisement so returned bids can be reviewed as a full package.
Staff and council discussed the process for soliciting bids and the need to avoid the appearance of favoritism: while councilors may notify contractors that an RFP is forthcoming, formal advertisement and receipt of bids must follow state procurement rules. A staff member noted some CD maturities were being managed to fund upcoming capital work, which the council said was the reason cash was being held in checking.
The council agreed to prioritize completing the RFP this week, publicizing it per state requirements, and returning a compiled bid list to the council for evaluation and award decisions.
