After returning to open session, the council voted to direct staff to finalize a one-time offer and establish mutually accepted terms with American Tower.
Staff explained the arrangement does not transfer real-estate ownership; instead it would adjust payment terms while the town retains the asset at lease end. "They're not purchasing the real estate... it's actually looking at just an advance payment on the lease itself," staff said during the presentation.
A public commenter asked whether the tower would be replaced or removed; staff clarified the tower remains and no frequency or operating rights change. Councilmember Goldberg moved to direct staff to finalize the contract; the motion carried on a council voice vote.
Council recessed into executive session for negotiation and legal discussion earlier in the item; upon returning the council completed the direction to staff in open session.
