Council adopts updated Transit Title VI plan for 2026

The Quartzsite Common Council voted June 23 to adopt an updated Transit Title VI plan required by the Arizona Department of Transportation.
Staff said the update mostly aligns the town's discrimination and language-access forms with ADOT's current templates; where ADOT's required categories are limited, staff said the town will handle other alleged discrimination categories in-house. "They wanted names in there, so I did have to add my names in a few places," staff said, describing minor edits and the change of a "limited English plan" to a "language access plan."
Council received no substantive public comment on the transit plan and moved to adopt the update so it could be submitted to ADOT with minutes attached by August. The motion to adopt carried on a council vote.
Staff noted the adoption is a compliance step and does not alter transit service operations; it is required for continued ADOT grant eligibility and reporting.
