Council removes select liquor off‑sale restrictions, adopts park rules and approves several routine purchases

The Jasper City Council moved through a series of ordinance, resolution and administrative approvals at its Sept. 9 meeting, including an ordinance change affecting liquor off‑sale hours and several operational purchases.

Ordinance change: By unanimous motion (Houg/Smith), council amended Chapter 4, §4.53 of the Jasper City Code to remove off‑sale restrictions on New Year’s Day (Jan. 1) and Independence Day (July 4). There were no public comments during the hearing; the council closed the hearing and re‑opened the regular meeting.

Park rules and personnel: Council adopted Rules for the Jasper City Park (Resolution 20-252) by motion (Plahn/Kounkel). The council also approved adding Devon Dixon to the Jasper Fire Department roster (motion by Houg/Plahn) and approved hiring Renae Thode as an office employee, effective Sept. 22, 2025.

Operational purchases and approvals: The council approved several public‑works purchases and maintenance items: sleeves to protect 13 scratched poles at the emergency services building (approx. $830 total), payment for a side‑dump truck to haul yard waste (estimated $1,000–$1,200), purchase of a second downtown ramp and painting lines at the ramp location, and approval of stamped edging work at Memorial Hall (estimate $3,375–$4,218.75). Council also approved replacing a faded 'Children at Play' sign and sending an enforcement letter to remove a long‑parked camper/pod on 2nd Street.

Votes at a glance: Each of these motions was recorded as passing with all ayes (Mayor plus four council members).
