City officials say they will move to reactivate Hogansville’s Personnel Advisory Board after it has been largely dormant for about three years. City Manager Lisa E. Kelly told the council the board — a three‑member panel that handles employee grievances, including termination appeals — currently lacks a fully seated membership because two members’ terms have expired.
Kelly said Ricky Thrash, the council’s previous appointee, has agreed to serve again and that Andy Jones remains the employee‑elected representative through Dec. 31, 2026. Once the council appointee and Jones are confirmed, the two will select the third member; Vicki Brown, the previously selected third member, has also agreed to serve if chosen. The council placed Thrash’s reappointment on the Regular Meeting agenda for formal action.
The council did not take a final vote during the work session; the reappointment will be considered at the Regular Meeting later that evening. If reappointed, staff said the board will resume handling personnel appeals and grievances under its established process.
