Independence council approves conditional use permit for accessory dwelling unit at 7645 Turner Road

The Independence City Council approved a conditional use permit to allow an accessory dwelling unit (ADU) attached to the principal home at 7645 Turner Road on Oct. 1.
City Administrator Mark Kaltsas told the council the 40-acre parcel (PID 28-118-24-31-0002) is zoned agricultural, the application meets the city's ADU criteria, setbacks conform and the Planning Commission recommended approval. Kaltsas said the existing home allows a maximum of 1,200 square feet of living space for the ADU, excluding mechanical, garage and storage areas.
Councilor McCoy moved to approve RESOLUTION 24-1001-01; Councilor Betts seconded the motion. The council recorded the vote as Ayes: Johnson, Spencer, Betts, McCoy and Grotting; Nays: None. The motion carried 5-0.
The permit authorizes an ADU attached to the principal residence; the county parcel includes an indoor riding arena/barn and an existing separate conditional use permit on that barn was noted by staff. The council did not attach conditions beyond the standard ADU criteria discussed in the staff presentation.
Recording Secretary Amber Simon entered the official minutes for the action.
