Underwood council approves ambulance loan, FY2025 budget amendment and multiple finance measures

The council adopted Resolution 24-10-01 taking additional steps on a General Obligation Ambulance Acquisition loan and combining loan agreements; the public hearing on the proposal noted the ambulance had been ordered in August two years earlier. The measure passed on a roll-call vote of 5-0.
Councilmembers also opened and closed a public hearing on Budget Amendment #1 for FY2025 and adopted Resolution 24-10-02 to approve the amendment, 5-0. The meeting record shows the city will continue follow-up steps including certifying the amendment with the county auditor.
Other actions approved by unanimous vote included: - Purchase of a Badger Body polyhopper sand/salter for $9,150 to support winter street maintenance. - Resolution 24-10-03 authorizing a general-fund transfer to the Trail Phase 1 capital project (roll call 5-0). - Resolution 24-10-04 authorizing a road-use tax transfer to the Highway Ave capital project for $15,737.50 (roll call 5-0). - Approval to transition city email hosting from Marne Elkhorn to Computer Systems for five city staff accounts, six council/mayor 'email only' accounts, three fire emails and one Fire Department Microsoft license, pending Fire Department approval. - Designation of a separate line item for donations toward a possible fire station expansion to the Fire account at ANB Bank. - Authorization for the personnel committee to advertise and hire a second part-time deputy clerk.
The council approved the consent agenda and claims totaling $45,334.42, with September payroll listed at $17,269.72. Notable vendor payments included Century Asphalt ($9,300.00) and Snyder & Associates ($8,925.00). The wastewater treatment plant construction permit application was submitted to the Iowa DNR on Oct. 8 without the electrical portion; DNR review will await the missing documentation.
The council adjourned at 8:04 p.m.; several follow-up items — including committee meetings on Highway Ave design and the committee recruitment for the comprehensive plan — were noted for upcoming meetings.
